Deployment – Administrative and Operational Services Officer (AS-01), RCMP Dartmouth

What this role actually is

This is not a job opening in the usual sense. It’s a deployment – a lateral transfer at the same group and level (AS-01/ADM-01) for current indeterminate federal public servants who live in the Halifax Regional Municipality. The RCMP’s Atlantic Real Property Branch needs an Administrative and Operational Services Officer to support the Force Housing Program. You’d be doing financial data entry in SAP, tracking invoices, and answering policy questions. In-person attendance is required four days a week at the Dartmouth headquarters.

The intent is to fill one indeterminate vacancy quickly, without going through a full external competition. Management can choose to contact only some candidates. That means even if you meet the criteria, you may not hear back. The job exists, the duties are real, but the process is informal and selective.

2. Work reality: Structured administrative work with variety

The day-to-day is not glamorous, but it has clear scope. You handle financial data entry, invoice tracking, and client inquiries about housing policies. You report to the Regional Leasing & Housing Manager. The job requires attention to detail and the ability to juggle priorities independently. If you like routine with some client interaction, this fits. The commute to 80 Garland Avenue is bus-accessible. Overtime may be required occasionally. It’s not a high-pressure role, but it’s not remote – you’ll be in the office four days a week, so consider the commute.

3. Screening reality: Narrow eligibility is the real gate

The biggest filter is not the experience requirements – it’s the eligibility. You must:

• Already hold a substantive AS-01/ADM-01 (or equivalent) in the federal public service.
• Live within the Halifax Regional Municipality.
• Be bilingual (BBB/BBB imperative).
• Hold or obtain RCMP Enhanced Reliability Status.

If you clear those, the essential experience (admin policies, financial data entry, client inquiries) is standard for an AS-01. The competencies (working with others, initiative, integrity) are assessed later. The real challenge is making your screening answers tight enough to be selected from the pool of eligible internal candidates. Management can pick and choose – so a well-written application matters.

The posting says “management has the discretion to identify and select candidates of interest.” That’s code for: they may only contact a few people. Even if you meet all criteria, you might not get a response. This is not a competition where all qualified applicants are assessed. It’s a targeted deployment. Also note: The language requirement is BBB/BBB imperative. If you don’t already have valid second language test results at that level, you’ll need to be assessed. That can slow things down. The RCMP uses its own security clearance – Enhanced Reliability – which is slightly more stringent than standard Reliability. If you have any recent security issues, factor that in.

The experience requirements are broad but specific: “Experience entering, tracking, maintaining and analyzing financial or budgetary information.” That means you need concrete examples of working with numbers, not just filing.
