Director General, Multiculturalism and Anti-racism (EX-03)

What this role really is

This is not an entry point to Government of Canada jobs. It is an internal deployment opportunity for a small, defined group: current federal public servants who already hold a substantive EX-03 position, live within 125 km of Gatineau, and belong to one of three employment equity groups (Indigenous peoples, racialized persons, persons with disabilities). The role leads the Multiculturalism and Anti-racism branch at Canadian Heritage, reporting to the Assistant Deputy Minister of the Community and Identity Sector.

The Director General is responsible for driving legislation and initiatives on multiculturalism and anti-racism, including the whole-of-government federal anti-racism strategy and horizontal anti-hate action plan. This is a politically sensitive, high-visibility file with direct impact on federal policy, grants and contributions programs, and stakeholder relationships. The DG also oversees a secretariat supporting the Advisory Council on Rights, Equality and Inclusion.

Key duties include providing strategic advice to senior management, managing complex grants programs, and navigating rising misinformation and distrust in government institutions. The job is full-time in-office five days per week at 200 Sacre-Coeur Boulevard, Gatineau, Quebec.

Three reasons this role is worth a look

Professional value

The salary range is $172,548 to $202,918 – top of the EX-03 band. More importantly, this is a policy leadership position with national scope and high political profile. Leading the federal anti-racism strategy and anti-hate action plan places the DG at the centre of a government priority. The role offers significant authority over program design, budget, and stakeholder engagement. For an existing EX-03 looking for a file that combines policy development, program delivery, and horizontal coordination, this is a compelling move. It also comes with Secret clearance, which is standard for this level but still a meaningful filter.

Work reality

The day-to-day reality involves managing relationships across all orders of government, non-governmental organizations, and community groups. You will direct a secretariat, oversee grants and contributions programs, and provide strategic advice on complex, multidimensional issues. The work is fast-paced, politically sensitive, and requires comfort with media scrutiny. The office is in Gatineau, and you will be expected on-site five days a week. This is not a remote or hybrid role. For someone who thrives in a mission-driven environment and values direct impact on equity and inclusion, the work is deeply rewarding. But it demands resilience and strong stakeholder management skills.

Screening reality

The real gate is eligibility. Only substantively appointed EX-03s within 125 km of Gatineau who self-declare as Indigenous, racialized, or persons with disabilities may apply. That is an extremely narrow funnel. The essential experience requirements are standard for this level: strategic advice to senior management, anti-racism or diversity/ inclusion strategy work, partnership development, policy/program development, and human/financial resource management. The language requirement is CBC/CBC bilingual imperative. Security clearance is Secret. The process is a deployment, not a promotion – no promotional appointments will be offered. The closing date is July 27, 2026 – far off, suggesting the process may move slowly or be used to build a pool.

The real gate and what you need

If you hold a substantive EX-03 position in the federal public service and live within 125 km of Gatineau, you are already in the narrow pool. But you must also self-declare as a member of one of the three designated equity groups. Without that self-declaration, you cannot be considered – the posting explicitly says preference will be given to qualified candidates who self-declare as persons with disabilities, racialized persons, or Indigenous peoples. This is an organizational need, not optional.

The essential experience criteria are broad but must be clearly demonstrated in your application. You need to provide examples of providing strategic advice to ADM-level and above on complex issues, developing or implementing anti-racism or diversity strategies, building partnerships, leading policy or program development, and managing human and financial resources. The complexity note includes multidimensional, sensitive, confidential, precedent-setting, or media-coverage potential. Use concrete examples from your current or recent EX-03 role.

Language is CBC/CBC bilingual imperative, which will be assessed later. If you cannot meet that, the process stops.

Is this worth your effort?

If you meet the eligibility criteria, absolutely. This is a strong role with clear policy authority, competitive compensation, and meaningful work on a national priority. The narrow eligibility means little direct competition – you are likely applying alongside a handful of others. The long timeline (closing July 2026) is unusual, possibly indicating a slow assessment process or a rolling pool. Do not rush your application, but do prepare thoroughly. Missing an essential criterion is a real risk since the evidence burden falls entirely on your resume and cover letter.

If you are not a substantive EX-03 within 125 km of Gatineau and a member of one of the three equity groups, this posting is not for you. No external applicants are eligible. Do not apply.

Bottom line and next move

This is a low-nonsense, high-reward opportunity for a very specific group. If you belong to that group, prepare a clean application that maps each of the five essential experiences with concrete examples. No need for FedJobReady writing help unless you want to polish your phrasing – the main barrier is eligibility, not writing. If you are on the fence about self-declaring, note that the posting strongly signals that preference goes to those groups, so self-declare if you qualify.

If you do not meet the eligibility, ignore this one. It is not a generalist opportunity or an entry point. Move on to postings that match your status and location.
